Scholarly literature supports three factors that influenced states' success in reaching Healthy People 2000 goals. The three factors are gubernatorial power, health expenditure per capita, and policy liberalism. To determine the effects these three factors had on Health People 2000, a multiple regression testing the impact of the three factors was run. The results of the study show that only policy liberalism effects states' success in reaching Healthy People 2000 goals. The relationship between the number of goals achieved and state policy liberalism was positive.
