The first purpose is to describe the ideal written characteristics of effective computer ethics. The second purpose is assess the formal forms of communication contained in public sector handbooks and compare written computer ethics communications used by Texas state agencies with the practical ideal type. The final purpose is to make recommendations to improve computer ethics written communication found in Texas state agencies.
