In addition, it traces the evolution of privatization and contracting out of government services. It also discusses government contracting with other governmental entities and non profit organizations. The evaluation of the Texas Department of Mental Health and Mental Retardation Performance Contract is divided up into three hypotheses, all of which argue that a system of incentives and penalties improves contractor performance.
