Masters of Public Administration, Texas State University-San Marcos, San Marcos, TX.https://hdl.handle.net/10877/3665An Applied Research Project Submitted to the Department of Political Science, Texas State University-San Marcos, in Partial Fulfillment for the Requirements for the Degree of Masters of Public Administration, Fall 2009.The purpose of this research is to explore the progress of three low income countries (Kyrgyzstan, Tajikistan, Uzbekistan) and six lower-middle income countries (Armenia, Azerbaijan, Georgia, Moldova, Turkmenistan, Ukraine) of the Commonwealth of Independent States (CIS) toward reaching eight targets of the Millennium Development Goals and attempt to predict if the targets will be met by the 2015 deadline. The overarching focus of the Millennium Development Goals is to put an end to poverty. Scholarly literature asserts that poverty is multi-dimensional and is no longer considered to be based solely on income. Therefore, ending poverty involves work on all of poverty's dimensions. This study takes into account eight of the targets of the Millennium Development Goals for the nine CIS countries. Time series regression and trend analysis are the methods used to predict whether the studied CIS countries will meet the targets. The results of the study show that at existing rates of progress, the nine CIS countries as a region will not meet the eight studied targets of the Millennium Development Goals.
