dc.description.abstractThis work examines how the debate the between the forces that wished to deregulate and those that wished to professionalize teacher certification and licensing played itself out in Texas. It seeks to identify the key actors and organizations, the critical incidents that occurred, the key arguments each side developed and finally, the effects of the passage of Texas Administrative Code ยง 232.5 in the fall of 2003.
