Sound management in an era of scare resources require creative use of alternative revenue source. Because public pricing potentially offers some relief from the constraints of the 1980’s, this article will address some issues surrounding the practice as a revenue source…our purpose here is to acquaint the reader with the advantages and limitations of public pricing. The equity problem will be discussed, and alternative. The equity problem will be discussed, and alternative-pricing schemes that take income differences into account will be evaluated.
